Anyway, my neighbors are great, but the guys on bikes with white shirts and black ties, they knock on our door a lot, which is surprising, since the majority of the neighborhood is LDS. Still working on it, but it's kind of a mix of agnosticism and atheism. I'm surrounded by them, and they are very nice, sociable types who aren't pushy and don't treat me different because I'm an agnathicist. I use it quite a bit when Mormons knock on my door. a non-aggressive way to state you are about to drop an opinion that is most likely vastly different than what the other person has.

For me and my bubble-circle of social contacts, it's more of the former. "no offense" though "no offense" is a lot less aggressive in my experience (not that it can't be extremely aggressive, but more often than not in my world, it's used more as a "I disagree about this sensitive/volatile subject, and here's why." Of course, "here's why" can be followed by some pretty nasty vitriol (and sometimes is). To me, it's kind of like starting a sentence with "I'm not a racist, but." or similar (basically interchange 'racist' with any other word, usually a dead giveaway that person is exactly the type of human being he/she is claiming not to be).

It means "look, dumbass, you don't know shit about shit, so let me school you." In my American bubble (Idaho / Florida / Pacific NW) it's an insult.
